The short answer
RTA's updated AI Strategy, launched on 1 November 2026, spans 41 areas and aims to move 50 percent of operations and services to an Agentic AI ecosystem within two and a half years. For residents it points to faster licensing, smarter buses and less waiting. For Dubai, it shows what it looks like when a city makes AI useful.
Key takeaways
- The strategy covers 41 areas, with 40 AI products planned in the first two waves and 11 already complete.
- RTA aims to generate more than AED300 million in annual added value, with implementation planned over two and a half years.
- Residents will see it first in Mahboub, where vehicle transactions can finish in under five minutes.
- Targets include 3 to 5 percent less congestion and 14 to 16 percent shorter waits at Customer Happiness Centres.
- On 11 October 2026, RTA won the Dubai-it Award for Institutions in the Field of Government, and this strategy is its next chapter.
- As AI takes on real work, governance and security skills become part of the foundation.
Why RTA is the backbone of Dubai
Every city runs on movement. In Dubai, the Roads and Transport Authority is the organization that keeps that movement working: the roads, public transport, vehicle and driver licensing, and the customer centers where people sort out the practical side of life here.
“Working in AI is one thing. Living around AI and seeing it improve your life? That's Dubai-it.”
When RTA does its job well, nobody notices. You reach the meeting on time. You renew a license without a queue. The bus arrives when you expect it. In my opinion, that quiet reliability is one of the biggest reasons people choose to live and work in this city, and it is easy to take for granted.
I am a second-generation expatriate, and the UAE is home. I have watched Dubai grow fast, and the part I respect most is that growth here comes with planning. The WAM report says RTA is building for Dubai's rapid population growth and its urban and economic expansion. That is what a backbone does. It carries the weight so everything else can keep moving.
I am not the only one who sees it that way. On 11 October 2026, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, congratulated RTA on winning the Dubai-it Award for Institutions in the Field of Government. I come back to what that means in the Dubai-it section below.
It is also worth saying that RTA is not doing this alone. The report links the strategy to the directives of the country's leadership to speed up AI adoption across government. A city that aligns its vision, its institutions and its technology in the same direction is a city I am happy to build a company in.
What RTA announced on 1 November
According to the Emirates News Agency, H.E. Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of RTA, launched the updated AI Strategy to reinforce RTA's global leadership in AI-powered mobility. The goal is an integrated, connected ecosystem that improves transport services, traffic flow, customer experience and operational efficiency.
| Item | What the report says |
|---|---|
| Scope | 41 areas across RTA's agencies, sectors and departments |
| First two waves | 11 business areas, 40 AI products (11 completed) and four foundational projects |
| Timeline | Two and a half years of implementation |
| Value | Aims for more than AED300 million in annual added value |
| Shift | 50 percent of operations and services moving to an Agentic AI ecosystem |
| Work so far | More than 180 use cases and quick wins identified, 12 implementing departments, 11 AI products launched |
| Partners | Eight strategic initiatives developed with Huawei, Boston Consulting Group and Microsoft |
The eleven business areas in the first two waves are:
- Planning and Business Development
- Vehicle Licensing
- Right-of-Way
- Traffic
- Contracts and Procurement
- Customer Happiness
- Bus Operations and Maintenance
- Driver Licensing
- Roads
- Roads and Facilities Maintenance
- Human Resources and Development
The direction of travel matters most here. H.E. Al Tayer describes a shift from AI applications that support operations to intelligent systems that can analyze data, predict outcomes, support decisions and deliver services end to end. That is the Agentic AI step, and it is a big one.
Five initiatives worth knowing
These five show how practical the plan is. Each one has a clear user and a measurable aim.
Mahboub, upgraded
The smart chatbot becomes a platform that completes transactions, not only answers questions, through RTA's app, website and WhatsApp.
Aims: double the speed of service delivery, with 10 percent of services on the platform by the end of 2026 and 50 percent by the end of 2027.
Agentic AI eNOC system
Guides applicants, runs preliminary document checks and gives approvers engineering insights for works near RTA assets.
Aims: reviews three times faster and more than 700,000 days saved a year.
Agentic AI Auditor
Uses machine learning and optical character recognition to audit licensing documents, detect anomalies and keep a full audit record.
Aims: audits up to 21 times faster, 100 percent coverage of in-scope documents across seven priority services.
Outsourcing Contracts Accountant
Reviews outsourcing contracts monthly before payment approval, checking attendance records, work outputs and contract terms.
Built by: the Finance Department with the AI and Data Science Centre.
Agentic AI Network Planner
About 20 AI agents help planners assess gaps, simulate alternatives and recommend options for Dubai's bus network.
Aims: analysis five times faster, on-time performance up by as much as 10 percent.
People and skills
The strategy puts real weight on workforce readiness: intelligent tools, specialized expertise and a culture of continuous learning.
Already: Microsoft Copilot active usage above 90 percent among its users.
The Mahboub upgrade is the one I find most exciting as a resident. Completing a vehicle transaction in under five minutes, through WhatsApp or the app, with UAE PASS and Dubai Pay connected, is a very different experience from the one many of us remember.
The targets, in numbers
I like a strategy that publishes its targets. These are the ranges RTA has set. Use the filters to look at the ones that matter to you.
| Target | Range | On the scale |
|---|---|---|
| Traffic congestion reduction | 3 to 5% | |
| Case and complaint processing time cut | 20 to 30% | |
| Waiting times at Customer Happiness Centres cut | 14 to 16% | |
| Service delivery times at those centres shortened | 15 to 20% | |
| Accidents involving newly licensed drivers reduced | 10 to 20% | |
| Procurement cycles shortened | 10 to 15% | |
| Savings in operational and engineering working hours | 10 to 15% |
These are targets set by RTA, not results. The report gives them as aims over the implementation period.
What changes in your day
Numbers are useful, but people live days, not percentages. Pick the part of your life you want to see.
Choose your view
The upgraded Mahboub smart chatbot is the piece you will feel first. It moves from answering questions to completing transactions, through RTA's app, website and WhatsApp.
According to the report, you will be able to complete five vehicle licensing services entirely on the platform and reach around 100 information services. With UAE PASS and Dubai Pay, vehicle-related transactions can be done in under five minutes.
RTA's targets for the Customer Happiness Centres are 14 to 16 percent shorter waiting times and 15 to 20 percent shorter service delivery times.
The strategy aims to cut traffic congestion by 3 to 5 percent. RTA says it will expand the use of future technologies in planning, operating and managing road and public transport networks.
For new drivers, the target is 10 to 20 percent fewer accidents involving newly licensed drivers. I take that as the quiet, human side of a technology strategy.
RTA is deploying about 20 AI agents to help planners assess and develop the bus network. They analyze performance indicators, find service gaps, simulate alternatives and recommend options.
The aims: analysis five times faster, service changes in about 48 days instead of about 60, on-time performance up by as much as 10 percent, and a cost recovery ratio up by 3 to 7 percent.
Anyone who works near RTA assets needs a No Objection Certificate. RTA issues approximately 130,000 of them each year, and demand is growing by around 11 percent.
The Agentic AI-powered eNOC system aims to make reviews three times faster, save more than 700,000 days annually, lift customer satisfaction by over 5 percent and increase revenues by 5 to 10 percent.
Microsoft Copilot is already in daily use. Active usage among its users exceeds 90 percent, with a 10 percent saving in working time, according to RTA's Corporate Technology Support Services Sector.
The Agentic AI Auditor aims to audit documents up to 21 times faster, move from sample-based checks to 100 percent of in-scope documents, and save more than 25,000 hours of manual work a year. RTA has also submitted 34 works for intellectual property registration and won the AI World Series 2026 Award.
Advantages of this strategy
Having read the report closely, these are the advantages I see.
It is built around services people use
The first products are in Planning and Business Development, Vehicle Licensing and Right-of-Way. These are everyday areas, and the targets are expressed in waiting time, processing time and safety.
It is measurable
Every initiative in the report carries a number. That makes the plan easy to follow and easy to be proud of when targets are reached.
It frees people for better work
Saving more than 25,000 hours of manual auditing a year, or 10 percent of working time through Copilot, does not replace people. It gives them time for judgment, service and problem solving. The report also stresses workforce readiness, which tells me people are part of the plan.
It scales with the city
Dubai keeps growing. Intelligent planning for roads and buses, and faster services at the counter, are how a transport network keeps pace without losing the quality residents expect.
It connects government, partners and talent
Working with global technology partners while building skills inside RTA is a smart mix. It brings in world-class capability and keeps the knowledge close to home.
How it helps citizens and residents
For citizens and residents, I expect the benefits to arrive in four ways.
Time back. Shorter waits, faster transactions and quicker complaint handling add up. RTA's 20 to 30 percent target for case and complaint processing is a good example.
Safer roads. Fewer accidents involving newly licensed drivers is a goal every family can support.
A better ride. More reliable buses and a network planned with data make public transport more attractive. That is good for commuters and good for the city.
Services that feel personal. The report talks about proactive, personalized services that save time and effort. When the service comes to you, in an app you already use, the city feels like it is on your side.
The WAM report ties all of this to quality of life and happiness for Dubai's residents and visitors. I agree with that framing. Technology earns its place when people feel the difference.
Dubai-it: living around AI
I spend my working life in AI, governance and cybersecurity. Working in AI is one thing. Living around AI and seeing it improve your life, that is Dubai-it.
Dubai-it is not my phrase. According to the Emirates News Agency, it is the work philosophy launched by H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. H.H. Sheikh Hamdan bin Mohammed puts it simply: achieving something extraordinary with excellence in record time. The initiative aims to make that mindset a shared culture across institutions and companies, and the annual Dubai-it Award, launched on 24 June 2026, honors the individuals, projects, companies and institutions that live it. H.E. Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Executive Office of H.H. Sheikh Mohammed bin Rashid Al Maktoum, said it is more than a slogan. It is a framework built on execution.
RTA is the proof I would point to. On 11 October 2026, H.H. Sheikh Hamdan named RTA the winner of the Dubai-it Award for Institutions in the Field of Government. This is what the report credits it with.
| Area | What the report says |
|---|---|
| Major projects | Roads, bridges and tunnels delivered at double the global speed and efficiency rates, including the Infinity Bridge, at a cost below the global average |
| Metro | 99.7 percent punctuality while the network keeps expanding |
| Responsiveness | Road feedback monitored and addressed in under 24 hours, and 117 quick-win improvements within two years |
| Services | 82 services with no waiting time, and dozens of driver and vehicle services among the fastest globally |
| Travel times | Over 250 traffic improvements that cut travel times by up to 60 percent |
| Future mobility | AI-powered autonomous taxis and an Air Taxi Station |
Now put that next to the AI strategy. An organization that already builds at record speed is applying the same philosophy to services, planning and decisions. To me, that is the whole story. The award recognizes what RTA has delivered, and the AI strategy shows where it is heading next.
I feel lucky to run an Applied AI and cybersecurity company in a city that works this way. I get to help build the skills and trust behind AI, and then step outside and see it doing useful work for my neighbors. Few places let you do both.
My respect goes to RTA and to everyone behind these results. Thank you for making Dubai a city where the future is part of daily life.
Where I would start
If this report made you curious about a career in AI, or you lead a team that is starting to use it, here is how I would think about it.
First, learn what responsible AI looks like in an organization. The ISO/IEC 42001 Lead Implementer and Lead Auditor courses cover how to build and audit an AI management system. The report does not say which frameworks RTA uses, so this is my own view as a practitioner. Second, get the applied foundation with the CAIP course. Third, learn to protect it with the CAISP course. Each is described in the course cards above, with the support that comes with it.

Frequently asked questions
What is RTA's updated Artificial Intelligence Strategy?
It is the Roads and Transport Authority's plan to build an integrated AI ecosystem across its agencies, sectors and departments. It was launched by H.E. Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of RTA, and reported by the Emirates News Agency on 1 November 2026.
How big is the strategy?
It spans 41 areas across RTA. The first two rollout waves focus on 11 business areas, including the development of 40 AI products, 11 of which are already complete, alongside four foundational projects. Implementation runs for two and a half years.
What does Agentic AI mean in plain language?
In simple terms, it is AI that does more than answer questions. It can work through the steps of a task, such as checking documents or completing a transaction, with people supervising the result. RTA's report describes it as moving from AI that supports operations to systems that can analyze data, predict outcomes, support decisions and deliver end-to-end services.
What will residents notice first?
Most likely the upgraded Mahboub smart chatbot. According to the report, customers can complete five vehicle licensing services entirely through the platform, access around 100 information services, and finish vehicle-related transactions in under five minutes using UAE PASS and Dubai Pay, through RTA's app, website and WhatsApp.
What targets has RTA set?
The report lists a 3 to 5 percent reduction in traffic congestion, 20 to 30 percent faster case and complaint processing, 14 to 16 percent shorter waiting times at Customer Happiness Centres, 15 to 20 percent shorter service delivery times, 10 to 20 percent fewer accidents involving newly licensed drivers, 10 to 15 percent shorter procurement cycles and 10 to 15 percent savings in operational and engineering working hours.
How does the strategy help bus riders?
RTA is deploying about 20 AI agents to help planners assess and develop Dubai's bus network. The aims include analysis that is five times faster, service changes that take about 48 days instead of about 60, and on-time performance that improves by up to 10 percent.
Why do AI governance and AI security skills matter as government AI grows?
When AI systems start completing transactions and supporting decisions, organizations need people who can govern them, audit them and secure them. That is my view as a practitioner, not a statement from RTA. PECB's ISO/IEC 42001 Lead Implementer and Lead Auditor courses, the Certified Artificial Intelligence Professional (CAIP) course and the Certified Artificial Intelligence Security Professional (CAISP) course cover these skills. PECB sets and proctors all exams, and a certificate does not by itself confer legal compliance.
